Unable to create or delete projects

I have administrator role and permission. In the project settings, I only have Edit operation. I am unable to create a new project or delete one. The only way I can create a new project is from Greenhopper; but then I can't delete it.

I found the problem. Looks like I didn't have the checkbox checked for access to "FishEye/Crucible". After checking that, I was able to see the Add/Delete options. Thanks for your help!

Is your account in the administrators group?

Is the Administer Projects permission assigned to the administrators group in the Default Permission Scheme?

How about global permissions,

Is your administrators group listed under JIRA Administrators?
