Unable to disable the Issue Operations Plugin "View ops bar assign link"

I am unable to disable the Issue Operations - View ops bar assign link plugin. I am wanting to disable the "Assign" button. I have a Workflow step to Assign. However, the automatic Assign option displays as well. Two Assign buttons: one is tied to the workflow; the other is not. Only want to include the workflow "Assign" button.
