Suggested approach here would be to reach out to your Jira admin, as those users can view all configurations and items (incl. hidden/private boards). Simply follow these instructions to change permissions.

I've deleted the sensitive info which was your instance, this is a public forum. When you say you are unable to retrieve it, does this mean you don't have the access to it? What is the error that you are receiving? Is this a team-managed or company-managed project? You should ask your Jira admin to review the filter that was created and does it also include you as well.
