Unable to find Manifest file of bitbucket

Hi,

We are trying to connect Bitbucket from Jira.  We are getting below error on the screen. 

'No response was received from the URL you entered - it may not be valid. Please fix the URL below, if needed, and click Continue.'

When we see the application logs, we found  connection refused because of manifestNotFoundException. 

We would like to take your help in troubleshooting this error. 

What we need to do on the bitbucket server to resolve this issue.

Basically, there's a network issue between both instances - the page describes how to debug this.
