Unable to get "User Is in Any Roles (JSU)" working on a new Jira server

We have a new Jira server that's been configured using v9.4.18.  I have a customized workflow that I'm porting from another Jira server.  It has a Quality Approve transition that I added a condition to limit the transition to "User Is In Any Roles (JSU) = Quality Engineer".  I checked the Quality Engineer role has myself as a member.  The Quality Engineer role is also in my permission scheme with permissions to Transition Issues.  

This works in the old server, but not the new server.  I cannot see the transition even though I am in the role.  Is there a configuration setting that we have missed?  I have been successful with the Fields Required (JSU) validation on the transition, but so far not successful with the User Is In Any Roles (JSU) condition.

Someone figured it out for me - I was updating the Default Members at the Jira server level but needed to add users to the Role at the Project level
