Unable to invite new jira-user although an old user has been deleted

We are currently facing the issue that we cant invite a new jira-user although an old one has been deleted because we're at our user-limit

Hi @kevin_thomas 

If new users by default get a Jira license when invited, and you have no license left, then you can't invite users.

Change the default app access settings in Atlassian administration.

ok - thought that if we delete a user, their licence can simply be transferred to the new user.
