Unable to load the BigPicture add on

I am trying to install the BigPicture add on, but am not able to see the 'Upload Add-On" link.  Can you please assist me with this?

for JIRA server it is in administration Manage add-ons

I am afraid that there is no Cloud version of BigPicture:

I do not have that option, only the 'Build a new add-on' is visible.  I am the site administrator, but not the sysadmin when i look at the users.  How do i get access to the sysadmin?  I am assuming this is what i will need.  I am the only person currently using the JIRA application and am trying to evaluate if BigPicture will work for my team.
