Unable to move issues across project

We have created a use field which is mandatory to move issues and contain the user name.From today morning when we add initials of username instead of matching username we get dropdown without user. Pls find attached screenshot for the same.

Let's first check the basics. Please make sure that the user has Browse users and groups global permission as described here:
