Unable to move user stories to inprogress state from todo state

Team is unable to move the user stories to inprogress state..

However, there are able to move the sub tasks to inprogress state

Hello,

What do you mean by unable to move? You do not have the To Do transition in the issue view?

I would check the workflow for the story issue type (project settings -> Workflows)
