I'm unable to navigate to the user management screen even after being an administrator.

Hi @Sujit Singh Welcome to the Atlassian Community!

Do you have Site Admin/ Org Admin access on your site ?

Go to your site's Admin at admin.atlassian.com. If you're an admin for multiple sites or an organization admin, click the site's name and URL to open the Admin for that site.

Hi Sujit - Welcome to the Atlassian Community!

If you are truly on a Free account - you should have access to the User Management functaionality because you can't change the permissions with a Free account. 

When you got to Settings do you see the User Management option?
