Unable to see my new tab?

This question is in reference to Atlassian Documentation: Defining a screen

Hi, I have created 4 new custom fields & have a few questions. 

1. Is there a way to add these 4 custom fields to the Details section of the various screens?
2. I created a new tab for the "Create Bug" screen and added the 4 custom fields to this tab, but they are not appearing when I click on "Create" then "Bug". Why is that?
