What am I trying to do? I am creating a project for our B2B customers to be able to report bugs or issues
I understand the way to achieve this by adding "Create Issue" permission in the permission scheme associated to this particular project
What am I missing?

There are a couple of ways you can do that now as the Anyone option is no longer valid.
One is to select Group and then choose the jira-users group under that.
Or the second is to do what Hazwan suggested and use Goup - Public.
I guess a third option would be to select project role and choose a project role such as Users that is populated with the jira-users group. Round about way of doing the samething.
