Unable to see security level when creating an issue.

I have watch several online videos and read multiple articles about adding issue level security.  After following the steps to add a security scheme with security levels and added to my project, I do not see the security level drop down on the create issue dialog or as an field that you can issue after it has been created.  

I am not sure what I am doing wrong.

Hii @mbaumert 

Have you added field security level to your favorite screen? Or add the security issue to your project? If do, check the levels at your security level.

I think I have come to the conclusion that I don't quite understand the relationship between security schemes and permission schemes.  I will spend some time digging into this.  If anyone has good information to look at, I would love to see it.

this article may helpful for you. but in brief, I can tell you that permission scheme at first for a project (access to a project like browsing project, assign or move or create or ...) but issue security is for issues in a project like hiding issue from some users.
