Unable to set/change field order in Jira Classic Business Project (Cloud)

Hi,

I cannot seem to figure this out. I am trying to change the field order for viewing a JIRA issue.

I have tried

1. Project setttings > Issue Layout > Drag fields around

I can drag the fields but they snap back to their original location. I am not trying to drag between Description and Context fields.

2. Issues > Configure Screen

I have set up the fields in the desired order under Configure Screen however this is not reflected in the actual JIRA issue.
