Unable to update the Developer license key in Dev environment

Hi Team,

We refreshed our dev instance with production data, and trying to update the developer license in dev environment, we are unable to update it, and its still showing production commercial license in dev instance for both JIRA software and JIRA Service desk  The error is showing while updating the license is  

"The license could not be installed.
This license does not match the type of JIRA currently licensed. This is a license for DEVELOPER JIRA, which does not match your existing license for COMMERCIAL JIRA. Please remove all other licenses for COMMERCIAL JIRA if you'd like to change the type of your JIRA instance. For more information please see License compatibility."

Could anyone please suggest on this.
