Issues will be read-only and accessible only with a direct link, mentions in other issues or applications, or on the Archived issues page (Issues > Archived issues). You won't be able to modify them but for audit purposes you can view or, if you're a Jira system admin, export them to a CSV file.
The help page mentions Archived issues page should be accessible to all admins. But I dont see it in our page.
What is the question you're asking? The feature you're referring to is only a Data Center one - so if you're trying that on server or cloud you won't find it.
