Welcome @Artyom Korbut 

I am wondering if this is still an issue. I notice between 23th and 24th January some problems with Jira Cloud which have been addressed as noticed on Status page

https://jira-software.status.atlassian.com/

Could you please confirm? 

If this is still an issue could you please check how things behave on a different browser?
