Unfinished stories move to top of backlog at Sprint close?

When unfinished stories are moved to the backlog at sprint close, do they automatically go to the Top of the backlog ?

These issues go back into the backlog based on their ranked order against all the other issues - which isn't necessarily the top.

If you want these issues separated and clear, create another sprint before the last one ends and move the incomplete issues into it instead of to the backlog.
