Hello.
Just wanted to confirm if, in fact, JIRA does not allow to upgrade on a user basis, but rather the entire team has to be upgraded to Advanced vs select team members.

Do you mean upgrading between plans? So for example, upgrading from Standard to Premium, to take advantage of Advanced Roadmaps?
If so - when upgrading your plan the cost is based on all users, there are no partial user upgrades available.
