Because of reported bugs in Tomcat we are going to upgrade our JIRA 6.3.13 system. As far as I can telle , JIRA 7.10 is the current version I found references to upgrade from 6.x to 7.1, but nothing about upgrading to 7.10. Is there a direct upgrade path? How do I find out what version of Tomcat is included with a specific JIRA Version? Any help is appreaciated.

actually the latest version in Jira 7.12.0 !
You should first upgrade to Jira 7.0, and then directly to 7.12. This is because important changes were made between Jira 6 and Jira 7, so you will need a stepped upgrade. Be sure to have a look at the Upgrade Notes so that you know what to expect in term of changes in the UI, plugins etc.
For the Tomcat version, you should download the .tar.gz version and have a look in atlassian-jira-software-7.12.0-standalone/tomcat-docs/RELEASE-NOTES as this document will have the tomcat version.

No. The recommended route is 6.3 -> 6.4 -> 7.0 -> 7.anything-higher.
You might be able to skip 6.3 -> 6.4, but do not skip 7.0, or you will end up with problems in the target version.

We also don't know if there will be a direct path from 7.0 to 8.0. Hopefully there will, but having looked at the EAP, I would expect upgrades to be sloooooooooow.

The current version of Jira is the 7.12.0
First you need to upgrade from 6.x to 7.1 and after upgrade from 7.1 to 7.x
The Jira 8.0.0 EAP has been release and I think is not to far from a final release.
If it was me that needed to make that upgrade, I will wait for the 8.0 release and make all the needed upgrades in a weekend.
