Upgraded to version 7.3.0, project administrators still don't have permission to edit workflow

Hi Atlassian,

When they open the workflow page from project setting, they still cannot see the buttons to add workflow.

Does the project have its own workflow scheme and workflow? They won't be able to edit shared items.
