Upgrading from Standard plan to Premium plan

Hi 

My organisation has a Jira Standard plan and we are exhausting the Automation limitof 1700 per month and need to create more automations.

Can i upgrade specific users  or do i need to upgrade the whole package?

Incase if few users can be upgraded to premium, would they all be able to create and run 1000 automations each per month?

Welcome to the community!

No, the Premium tier applies to your entire environment. So if you have 20 users on Standard right now, you will go to 20 users on Premium (and get 20x1000 = 20000 automation executions per month ;))
