I know we can upvote now on a Jira ticket but there isn't a true downvote other than removing the vote. Also reporting on who voted, when they voted, etc. Any suggestions?
This mostly sounds like extra functionality to me. Perhaps look at the available apps athttps://marketplace.atlassian.com/search?query=vote&product=jira
Also, I'm not sure that the underlying DB contains info about when votes were added to an issue
