Is there any way I can access the Jira/confluence offline?

Jira and Confluence are Server version.

For example, whether I can edit a confluence page offline and update it ?

Most Atlassian applications are web-based servers, so no.

There are a couple of add-ons that are not really add-ons, more client programs that run on your computer and do an offline sync.  Have a look in the marketplace for them.

Have a look for "Jira Client" in the marketplace.  I can't see the thing I vaguely remembered for Confluence.
