User Access revoked even after logging in to instance as Not the applicant

We revoked and removed an user from jira. Even after removing user from jira he was coming back and commenting in jira  projects. Could you please help me in this.

You're a bit limited on Free plans.  You cannot change most of the permissions unless you pay for Jira.
