User Management in Jira Cloud looping

When I go to visit this screen:
https://road-map.atlassian.net/admin/users/invite

It loops with a message about a new UI in the bottom left. I'm not aware of any new UI in the admin area and when I try to revert as it requests it loops a couple more times and then logs me out.

How can I resolve to add more users?

Is this still an issue for you? 

How did you enter this state? Any steps you remember that we could reproduce and figure out the root cause? 

(If it still happens, does refresh help?)

Simply clicking "New User" starts the loop. The issue is related to using Opera v54.0.

When I switched to Chrome it worked fine.
