User can't be found in the 'assign user' drop down, but he is active and can self-assign issues

We are having an issue where a user is active in jira as well as crowd. The user can assign issues to himself, but noone can assign issues to him. The user can be mentioned no problem.

Go to the Administer Project section of the project where people are trying to assign that user an issue. Edit the permission scheme for the project and look for the following permission type:

Assignable User

Permission to be assigned issues. (Note that this does not include the ability to assign issues; see Assign Issue permission above).

Check the 'Assignable User' permission and make sure that the user having problems is in a group or role that appears in the list under that permission. You can name individual users, but generally using a project role is best. If they aren't in a group or project role listed there, then that will explain why they can't be assigned issues. You'll need to add them to the appropriate role or group (usually it's a group, i.e. jira-developers) so that they can be assigned issues.

They can probably assign issues to themselves because this is a separate module handled by a plugin in JIRA, not the permission schemes.
