User cannot find Scrum template

I have a user who can only make a new project as the Agility template while I as an admin can make any of the old classic which we still want.  Is there a setting keeping him from doing it?  Any documentation on this given the ever changing movement of this area of the app lately is appreciated.  Thanks.

Hello,

Only Jira administrators can create classic projects. It means that this user is not a Jira administrator.

Is this a recent change? Will these classic templates remain for the future in order to have epics?

Only Jira Administrator always have been able to create classic projects. And I did not hear about any plans to change it.
