User does not appear in mention list

Hello,

I'm having a problem to mention a user in issue's comment area. The user does not appear in the dropdown list.

It's a new user in our team. I already added to Jira Software application and added to the project. I can assign an issue to the user, it works perfectly. But I can't mention the user.

@Gui Ávila, can the user see the issue you want to @mention them on? I know in server they have to be able to see a ticket for you to @mention them.
