Reading this documentation I understand that the maximum user limit for Jira is 10.000 users from an Active Directory.
Has anyone ever tried importing / synchronizing more than 100.000 users? (Not using Crowd)
I'm currently investigating if it would be possible to set up an AD sync with more than 135.000 users.
Does anyone have experience with this?

The time it takes to sync a connected directory in Jira is not just a measure of the number of users, but also the number of groups and possibly the memberships. If your LDAP directory has 100,000 users in it, then I would actually recommend that you use a Delegated LDAP directory in Jira instead of a connected one.
The major difference between these two types of directories is that Connected has the option to sync and expects to do so on a regular interval (default 1 hour), but Delegated never syncs. Instead a delegated directory does not create user accounts until those users attempt to login to Jira for the first time.

When to use this option: Choose this option if you want to set up a user and group configuration within your application that suits your needs, while checking your users' passwords against the corporate LDAP directory. This option also helps to avoid the performance issues that may result from downloading large numbers of groups from LDAP.
So that might help if you are sure you need to have all of those users in one Jira instance.
Alternatively, if you do not need to have all 135,000 users in LDAP, then you could try to follow a guide such as Reducing the number of users synchronized from LDAP to JIRA applications. This explains how you can use LDAP filters to reduce the number of users/groups that would have to be synced over if using a connected directory.
I synchronized 65.000 users and I did not notice any degradation.
