Yes Atlassian Cloud supports SSO (with SAML) and user/ group provisioning with Azure AD. You need an Atlassian Access license for that.

Here are few suggestions to implement SSO with Azure AD.
First of all you need to check with duplicate users in user management and clear them.
Next you need to claim the domain instance in Jira instance.
Next need to get Atlassian Access subscription.
Next with the help of SAML we need to verify your instance with certificates on the both sides.
Then user/ group provisioning with Azure AD and then enforce SSO on any of test user and test.
