User mention doesn't work in jira comments

At first I thought that I should enable it, but didn't find how to enable autocomplete.

Than I've checked network and seen - hat the jira back-end return empty array on request for mention user.

Other member of our group can see all members in autocomplete, but I - no.

What should I do to have access to mention users?
