My colleagues are using JIRA software. Some of them seem already have the permission on JIRA, but actually they can't access.
Mr. Kim is already one of the users.
However, when he tries to access, he can see none of projects.
I don't know how to resolve this. Could you help?

Jira has a multi-level permission system. Through user management (what you show in the first screenshot), you basically give people a license to use the product. Without one, they will not be able to access the tool.
But on top of that, every project has its own permission settings as well. So most likely you will need to grant access to each project as well before your users can access the data there.
How that is done is different between team managed and company managed projects in Jira. See the following support articles to properly do so for each of them:

Permissions to individual projects are controlled by the Permission Scheme for the project. Just because a user has Jira product access doesn't mean they can access any and all projects. Check the permission scheme for who has Browse Project permissions and add the users. By the way, it is actually better to use project roles for the permissions, then add the user to a project role under Project Settings > People
