User picker custom field created but no one can select user beside the admins

I have created a custom field "Developer" with User Picker (single user) type. It is shown on the jira issue screen and I am able to select user for this field. However the users having no admin rights are not able to select/assign any user for the field. I have searched similiar issues, the offered solution is to update Customer permissions  settings but this setting does not exist in my project.

The issue is related with the Global permission, please check if the users have Browse users and groups permission to browse users in user picker field.
