I have a JIRA project with a permission scheme where those in the role of User only have the Browse Project permission. However, the Users are still able to watch and vote on issues. Is there a way to prevent a user with only Browse Project permission from being able to watch and vote on issues?
For context, those in the Users project role are working on some internal reporting. We do not want them to be able to edit the tickets in this specific project in anyway, including adding themselves as a watcher.

There is no way to allow people to browse an issue but disable the watch and vote features at the same time.
You can manage some aspects of how people can interact with these fields as shown in the Watching and Voting on an Issue page.
However there is no a Vote or Watch issue permission, to allow who can perform this actions. This feature is granted to everybody who can access to the issue.
