Hi,
There is a possibility of creating a user with permissions to exclusively manage users within a specific group but it has to be done through Crowd.
This mean that in order to achieve that you should do your user management for Jira and other Atlassian on-premise products from one place which is Crowd.

This feature is called "Delegated group-level administration" and have been released in Crowd 3.3 https://confluence.atlassian.com/crowd/crowd-3-3-release-notes-958762272.html
In Crowd 3.3, as a system administrator you can assign users to be group-level administrators of other groups. These users will be able to manage groups by adding and removing other users and groups from them.
Group Level administration is currently available only for the Crowd Data Center license holders. If you're not such a user, you can create your evaluation license for Crowd Data Center and take Crowd for a spin. See the Atlassian license evaluation page.
