Users Can No Longer Create Components

I have users who are NOT JIRA Administrators who used to be able to create Components on Projects.  For some reason now they no longer have the ability.  They do not have a "Create Component" button (I have the button but I am the system administrator).  I haven't changed their security groups or changed project security.  All of our projects are setup with the same Permission scheme.  Any idea why they no longer have this ability?  Thanks.

Please note that users need to have project admin access to create components in project.
