Users are not Syncing with the AD group(Microsoft active directory ) after the approval inJIRA

We were trying to add a new group(eg:-JIRA-admin(AD Group)) in jira and while doing that activity we lost the users from JIRA-User(AD-Group) which has all the users around 1500 and affected our business. To bring back that 1500 users in JIRA-User group so that business was not affected. we change the permission to read/write and added all the user manually in JIRA-User group which is AD group (Microsoft active directory) and reverted back the setting to read only local group.

Now the issue is when we are approving the request users are not syncing in the JIRA-User group (AD Group). 

Can anyone please help us in resolving this isue. its urgent!!!!
