We have 2 users witch problem to receive Jira notifications.
Users:

[redacted]
We check our Microsoft 365 antispam and quarantine and there are no blocks.
Are these users on suppression list?

Welcome to the Atlassian community.
Have you used the Notification Helper to confirm that Jira is configured in a way that the users should be receive notifications?
Have you had the users check their Personal Settings to ensure they have not disabled receiving email notifications?
If you want to have Atlassian check if the users were added to the suppression list you can open a support case through this link:
Yes, both of these addresses were on a suppression list. I have removed these from the suppression. These users should now be able to receive any new notifications from this point forward. Please let us know if that is not the case.
