Users unable to use bug templates

Team- new forced Jira Admin here  so bear with me  :)

I have a user who wants to use a standard bug tracking templates to create a new project  however the option is greyed out for him, and Jira is suggesting our admins create new projects (they don't).

Looks to be simple- he clicked new project, clicks "Bug tracking" and then sees the greyed out box. This option is available to admins but I don't see a way to make it workable for a standard user role

Any suggestions greatly received- Thanks in advance

Hi Charlie!

The Bug Tracking template only applies to Company Managed (CM) projects, and CM projects can only be created by site admins. Because of this, regular users will receive the message "Your Jira admin is responsible for creating new projects using this template." when trying to create a project with this template, regardless of having other permissions such as permission Create team-managed projects, for example.

Regards,
Lucas

This limitation is because the Bug Tracking template creates a Jira Software project without a Board. Team-Managed projects cannot be created without being tied to a Board, making the Bug Tracking template incompatible with Team-Managed projects.

Same issue and I found no solution other than just having to make projects for people.

Our cloud instance gives "Create team managed project" global permission to all licensed Jira users, however they're definitely not able to use the templates, exact same greyed out button you showed above.

Community members won't be able to see this, but I also have a support ticket open for this in case any Jira folks want to check it.

Referencing this document about creating Team Managed projects

https://support.atlassian.com/jira-software-cloud/docs/create-edit-and-delete-team-managed-projects/

Have you confirmed that the user is in a group that has been assigned to the Global Permission for "Create team-managed projects"?

Oddly, in my instance, we have that permission set to Public, but one of our non-admin users see the same thing your user sees. We have Team Managed projects created by non-admins, and I'm checking with them to see if they remember the steps they used to create the projects.

This is looking like a possible defect in Jira, or in the documentation, at least in our instance.

Thank you! I have added a standard group to this global permission but sadly I still see the greyed out message the a Jira admin is responsible to create new projects using that template.
