I have several people in the company who would only create tickets and want to be able to get notified if something changes on the ticket, reply to questions asked within JIRA or be tagged in comments with the @Name feature. They don't need to be able to do anything else in the system. I seem to remember when I used the product in a previous job there was something like a contributor which did not require a paid license. Is there such a user I can set up?

What you describe is pretty much the definition of most users in Jira. Basically they need to be able to create tickets and stay up-to-date on those tickets. They won’t be assigned issues to work them to closure so they’re more like customers. Regardless, in JSW/JWM these are fully licensed users.
It is worth noting that in JSM you can have a different licensing scenario where unlicensed customers can create and be updated on issues they created. These customers don’t have access to the application but they can use a portal to check on all of their current issues or create new issues. You might want to check that out as well.
