I have implemented several projects on JIRA Server (Core and Service Desk) where we have used nFeed and Scriptrunner to display contents from an API to present options for a custom field. I'm currently trying to evaluate whether a similar option exists for JIRA Cloud but have not been able to find any relevant feature native to JIRA Cloud or any add-on that may allow this connection to a REST API for custom field options/display.

Thank you for your question.
Unfortunately in Jira Cloud there is no option in the rest API detailed here to allow custom field options to be created programmatically.
As Atlassian do not provide this API then ScriptRunner for Jira Cloud is unable to fulfill this requirement as it can only access the Rest API's provided by Atlassian as cloud does not have Java API's like the server version does as outlined here.
