I have a custom field for Bug issue types called Steps to Reproduce. We made this field required. When someone creates a new Bug issue, in the Create issue screen, this field shows pre-populated with the following default starter text:

Sometimes, users skip filling this info out and even though it is a required field, Jira allows users to create this issue and doesn't know the user is just leaving behind the starter text. How can I enforce that the issue cannot be created until the person at least changes/updates the initial starter text? We want them to not be able to finish creating the issue until they at least make an attempt to change the default starter text.
