What is procedure of validation of plugin in jira cloud ?

What are the tools and infrastructure prerequisites to validate the plugin in Cloud version from Atlassian Marketplace ?

What do you mean by "validate"?  What questions are you asking about an app that would need to be answered positively to pass your validation?

For example, when we publish a new datacenter version of a plugin on the Atlassian Marketplace, we must carry out a set of technical tests for the plugin to be validated and published on the Marketplace.

If the tests are okay, the plugin will be visible and accessible on Marketplace.

However, I don't find documentation for cloud plugins.

Ah, you mean "approval", not "validation".

All Cloud apps are deployed via the marketplace, even private ones.  You don't need to do anything outside your own testing if the app is only going to be available to you.

But if it is to be listed on the marketplace publically (whether paid or free), then you need to get approval from Atlassian.
