Validator for remote issue links?

This question is in reference to Atlassian Documentation: Advanced workflow configuration

We want to make a remote issue link to a Confluence page mandatory in the issue workflow and verify this during the transition as validator.

Is this possible? Are there alternatives (no commercial plugins)?

No, you'll need an add-on to provide a validator that can do that.
