The date time picker only allows me to select time with 30-minute intervals. Examples:
I am unable to key in other values (e.g. 12:40 AM) which are not in drop down list.
Anyone knows how to configure to allow values outside the 30-minute intervals?

Welcome to the Atlassian Community! I am sorry to hear about the difficulties you are having with modifying the timestamp on a field within Jira.
Currently in the new issue viewer if a time needs to be entered that is outside of the values in the date picker drop down, the time would need to be entered in 24 hour format. So for example, if you were to change a time to be "9:27 AM", you would need to enter "09:27". Or if it was "3:46 PM" you would enter "15:46". Once the time is entered it will be converted to show in 12 or 24 hour format depending on the display settings, but it needs to be entered in 24 hour format.
This behavior is being reviewed by our staff via JSDCLOUD-8104
While this ticket notes that issue is fixed, in the comments there is a note that we are looking into the requirement to custom updating the time in 24 hour format.
Are you able to test to see if editing the time using the 24 hour format allows you the ability to save a custom time?

Kind of missing the point ... it won't allow any adjustments manually - you can only choose something from the drop down which is pointless for 30 minute chunks of time.
