The project I'm in having 970 versions (released/unreleased/Archived) and the release-page rarely loads and most of the time it will just spin, we tried in incognito mode, disabled all the chrome extensions and it never works. This issues was there since last few months, we are seeing this issues only for the project those are having more versions. Even if the release-page loads, it won't allow us to delete any unwanted version which have no issues in them.

Did you ever resolve this issue? I'm experiencing the same on Jira DC 8.13.5.
Nevermind. This turned out to be a simple permissions issue. The user needed to have Administrator permissions in the project roles.
Interestingly, we weren't initially seeing the normal permission error on the Versions page, which we now can see when the user does not have Administrator permissions. We were initially seeing the same "page loading" wheel and error message in your screenshot.
Now, after adding the user to the Administrators role, we see that the page loads, and, now if we remove him from the Administrators role, we see the normal permission error:
"Error: You cannot edit the configuration of this project"
I should also mention that we had previously re-indexed the project, and full re-indexed Jira (via GUI), but this did not fix the spinning wheel issue.
