We can't really help you with this without more information. What error messages are you getting?
In general though, there's a couple of things you can do:
Can you log into my.atlassian.com (using the same account you have used to post here) and have a look at the status of all the products you own?
If any of them look wrong, contact Atlassian support at https://support.atlassian.com - note that they will send you back to the Community here if you are on a free or starter licence. If that happens, please let us know here, and we'll get it escalated.
If you're not the owner of Jira, then you'll need to get in touch with the administrators, as either your account is not set up to have access, or they have shut down the system, or let it lapse (not paying the bill). That's the bit the error messages will tell us.
I suggest you raise a support request. May be your instance was deactivated.
