WYSIWIG Editor in Jira

Hi, I am new to Jira. I have noticed that the native editor provided in the web app is... how can I nicely put this... it would have been cutting edge circa 1985. Yet, when i come here to ask a question, then the functionality jumped ahead considerably (see image below):

How can my team obtain/implement this formatting bar in our Jira instance?
