How can i add watcher in Jira next Gen project?

I also had troubles finding the watcher feature in next-gen projects, you can access it through the eye icon:

Thanks, but the problem is that only Admin can add a new one.

Unfortunately, a member cannot add watchers.

do you know how can i give a member permissions to add watchers?

You can't manage permissions in next-gen project yet. I'm afraid there isn't any workaround, you can watch the related feature request to be updated: Ability to manage permissions in next-gen projects.
